Adding The Image Above To Your Blog Header (blogger.com)

Open your template and search for;

background:#fff url(image url) no-repeat top center;
height:130px;
margin:0 auto 10px
}

Add the bold text. You can change the background position to 'top right' or 'top left'
Change the height if necessary.
